A €3,500 monthly salary in Tampere leaves about €2,652 a month after tax in 2026, not counting church tax or holiday bonus, and your tax card (verokortti) will show 16.5 %. Tampere’s municipal tax rate is 7.60 %, and it is lower than in every municipality around it: the ring runs from 7.90 % in Pirkkala to 9.40 % in Kangasala. If you earn €5,000 a month, moving out to Kangasala adds roughly €969 a year to your tax bill. Across mainland Finland, 27 of 292 municipalities charge less than Tampere. Lutheran church tax here is 1.25 % and Orthodox 2.00 %. For Kela’s general housing allowance, Tampere and Nokia are in municipality group II, with accepted housing costs capped at €447 for one person and €652 for two, while Pirkkala, Lempäälä, Ylöjärvi and Kangasala are in group III. Living in the city itself gives you both the lighter tax and the higher rent cap.

The city taxes less than its suburbs
It is easy to assume that moving out of a city cuts your tax. Around Tampere it works the other way: every one of the five neighbouring municipalities below charges more, and Ylöjärvi and Kangasala are well above the national median. Figures are monthly net pay without church tax or holiday bonus.
| Home municipality | Income tax | €2,500 a month | €3,500 a month | €5,000 a month |
|---|---|---|---|---|
| Tampere | 7.60 % | €2,056 | €2,652 | €3,428 |
| Pirkkala | 7.90 % | €2,049 | €2,642 | €3,415 |

| Kangasala | 9.40 % | €2,017 | €2,595 | €3,348 |
Pirkkala is only 0.30 points above Tampere; Nokia and Lempäälä both charge 8.40 %. For other big cities see Turku and Oulu, and for every municipality the municipal tax comparison.
Housing allowance: group II in town, group III outside
Tampere and Nokia are in housing allowance group II; Pirkkala, Lempäälä, Ylöjärvi and Kangasala are in group III, where the cap is €394 for one person and €574 for two. A couple with €1,700 of combined gross income and €850 rent would get €160.65 a month in Tampere and €106.05 in Kangasala. The gap comes entirely from the caps, because the deductible is worked out with the same Kela formula everywhere. Caps for every household size are on the maximum housing costs page.
