In Oulu, a €3,500 monthly salary leaves about €2,636 a month after tax in 2026, without church tax or holiday bonus, with a tax card (verokortti) rate of 16.5 %. Oulu’s municipal tax is 8.10 %. 42 mainland municipalities charge less, and the same 8.10 % applies in 10 municipalities including Jyväskylä and Kuopio, so a given salary nets exactly the same in all three cities. The towns around Oulu cost more: Kempele and Ii charge 8.90 %, Liminka and Muhos 9.40 %. Lutheran church tax in Oulu is 1.30 %, while the Orthodox rate of 2.25 % is the highest in Finland. For Kela’s housing allowance, Oulu is in municipality group II, with a single-person cap of €447 a month on accepted housing costs. Because Oulu lies in North Ostrobothnia (Pohjois-Pohjanmaa), Kela accepts separately paid heating at €50 for the first person and €17 for each additional one, against €46 and €16 in most of the country.

The northern heating norm
Kela does not reimburse your actual heating bill. It accepts a fixed amount (normi) that varies by region, and the three northern regions get the highest one. The norm only applies when heating is billed separately from the rent.
| People | North (Oulu) | East | Rest of Finland |
|---|---|---|---|
| 1 | €50 | €48 | €46 |
| 2 | €67 | €65 | €62 |
| 3 | €84 | €82 | €78 |
| 4 | €101 | €99 | €94 |
Say you live alone in Oulu, pay €330 rent plus separate water and heating, and earn €1,100 gross a month. Kela counts housing costs of €400 and pays €161.35. In a region with the basic norm the same flat would count as €396 and give €158.55. The difference is small and vanishes entirely once rent alone reaches the group II cap. See Kela’s page on income and costs or run the numbers in the housing allowance calculator.
